Andrew R. Fier

Andrew is an Associate in the firm’s Tallahassee office, where his practice focuses on construction litigation, regulatory matters, and administrative law. Prior to joining the firm, Andrew served as the Deputy Secretary of Business Regulation at the Florida Department of Business and Professional Regulation (DBPR), where he gained significant experience directing regulatory affairs. He has experience appearing before regulatory bodies, prosecuting before administrative tribunals, and presenting before legislative committees.

Andrew and his wife Jeannine live in Tallahassee with their son, Julian.

Relevant Experience and Representative Cases

  • Managed Florida’s Division of Alcoholic Beverages and Tobacco; Division of Hotels and Restaurants; Division of Pari-Mutuel Wagering; and Division of Florida Condominiums, Timeshares, and Mobile Homes
  • Oversaw the preparation and direction of responses to declaratory statements and rule challenges
  • Appeared before Florida House Finance and Tax Committee to present on Other Tobacco Product tax litigation and proposed reforms
  • Assisted with emergency evacuation and relocation of agency headquarters and oversaw associated litigation
  • Represented agency in licensing disputes before the Florida Division of Administrative Hearings
  • Directed agency strategy and response to tobacco-tax litigation valued at over two billion dollars
  • Implemented new legislation and engaged in rulemaking
